The vacancy rate in this aging complex was rising forcing the rents lower. The proram challenge was to breathe new life into the site on a minimun budget
and without disrupting current residents or closing buildings.
By stripping plain brick boxes of their uninteresting detail, adding new entries, simple balcony systems and a new clubhouse, this apartment complex went from a class 'C' to a class 'A'
facility.
